(In [2df025186c36ed4867e71a435f09061ce6b869ef/bioformats.git]) First version of JIMI-based JPEG reader.
This allows us to read tiles from JPEG files, though it is a bit slow.
It also means that we can *finally* start supporting JPEG-based big
image formats. See #4122.

(In [0fc6ba9549ba12d181583a1df8855b7dd843dcf6/bioformats.git]) First version of Hamamatsu .ndpi reader.
Closes #4122. Finally.
Also, introduced a little more flexibility into the JIMI service, so
that the caller can specify that it only wants to read a certain number
of rows from an image.
