RFE: Add append/remove methods to omero config

Description
Some configuration keys are lists, e.g. omero.web.apps
omero config set omero.web.apps '["omero_searcher"]'
If there are multiple webapps installed it's quite difficult to parse the existing value of omero.web.apps in an installation script to check for existing values, so append/remove methods would be helpful- though this assumes the config values are all unique (sets) rather than ordered lists.
