BUG: building omero now fails if ICE_HOME is unset

Description

Currently, not setting ICE_HOME results in:

Building with ICE_HOME=
Building with SLICE2JAVA=slice2java
Building with SLICE2PY=slice2py
Building with SLICE2CPP=slice2cpp
Building with SLICE2HTML=slice2html
Building with SLICEPATH=/ice_home_is_unset_or_invalid
Using env[ICE_HOME] = /Users/cn/work/glencoe/omero/github/openmicroscopy/components/blitz
Using env[SLICEPATH] = /ice_home_is_unset_or_invalid

Building without ICE_HOME worked fine as the homebrew installed zeroc-ice34 has the libs and includes in the appropriate system paths, but now SLICEPATH is set to something that breaks the build forcing me to set ICE_HOME.

I don't think there are any outstanding build issues here at the present time.

SLICEPATH is set from ICE_HOME if set, or may be set if the slice files are not on the default path.
ICE_HOME is optional.

ice_home_is_unset_or_invalid is set only if the correct SLICEPATH could not be autodetected *and* ICE_HOME wasn't set to specify it.
