admin.py on Windows is not properly internationalized.

Description
The "bin/omero admin start" command on Windows checks for "does not exist", which in non-English languages (i.e. almost everywhere) fails. The original issue was that the Windows "sc.exe" command does not return a non-0 exit code when the service does not exist.
A new method for testing for service non-existance is needed.

You may also have a look at Agilo extensions to the ticket.
r4760 now uses the win32 API in python for checking whether or not the service exists. If win32 is not installed, then falls back to the previous code, which may either need to be improved or removed if we decide win32 is a requirement: #1440
