BUG: Binary data not being deleted on Windows

Description
Binary files that are locked on Windows cannot be deleted. Files may be locked because Images have been viewed by clients. So, deleting an unopened Dataset with its contents will succeed in deleting the binary files. Deleting an opened Dataset will not result in all binary files being deleted.

Retesting after #3125 was fixed:
Deleting a Screen containing 1 Plate which had 2 Files, 120 Pixels and 120 Thumbnails after viewing the plate in Insight deleted all binary data except 1 File and 1 Pixels. The Pixels file was 371 in a sequence 301-420!
Deleting Projects, Datasets and Images sometimes leaves behind some binary data depending on whether the Image or Thumbnail has been viewed. The Thumbnail file is usually deleted. The File and Pixels file are often not deleted if the Dataset is expanded.
Closing this ticket for 4.2.1 but will need to revisit later.
