Description

As JAI ImageIO does not support the extraction of JPEG 2000 image or codestream metadata we will need to extract it ourselves.

Extensive re-write of JPEG 2000 JP2 metadata support which includes better
parsing of JPEG 2000 codestreams for J2K file support. The JPEG 2000
Java implementation of the Planetary Image Research Laboratoy (PIRL) was
particularly helpful for parser code reference:

With the extraction of metadata (See #4657) we now know how many JPEG
2000 resolution levels were encoded. This allows us to easily expose
thumbnail series via the Bio-Formats reader API and map those to
the descending, factor of two, sub-resolutions.
