Move websilo into OmeroWeb

Description
Tasks needed doing (see docs at http://trac.openmicroscopy.org.uk/ome/wiki/OmeroWeb/CreateApp)
- Create new folder omeroweb/websilo
- Move urls.py, views.py, templates etc.
- Move /media/ to websilo/media
- Update websilo/urls.py with url that directs to media (see webtest example)
- Update page templates with new media location
- Add websilo to omeroweb/settings.py and omeroweb/urls.py
- Test!
