Update the updater to use individual .jar files

Description
Since Fiji now no longer uses loci_tools.jar, it doesn't make sense for "Plugins > LOCI > Update LOCI Plugins" to download loci_tools.jar when run from Fiji.
If at all possible, plain ImageJ users should still be given loci_tools.jar.
Hopefully this is just a temporary measure until we can get a proper Fiji update site working.

It's unfortunately not quite this simple. The individual .jar files are spread across multiple directories in Fiji, and have the version number from whichever Maven POM appended.
