From #9345:
- Possibly move to patch number snapshots in bioformats
- Move to "ome" as the groupId for bioformats
- Possibly remove hard-coded version numbers from bioformats
- Decoupling version numbers (see Chris' comments below)

As discussed with Melissa and Sebastien, 3 in the list above is probably required pre-4.4.9 so that we can have sensible mock releases.

As discussed with Chris, in doing this it probably makes sense to make it so that we could decouple version numbers of various components if we end up deciding to do that.
