Optimal tile width/height defaults

Description
Optimal tile width and height should not default to image size X/Y if one is not obvious from the file format. This is going to cause serious problems for tile based retrieval that is consistently relying on the optimal tile statements which we will be extensively doing in OMERO.

The new strategy is to define a maximum tile size (1 MB) and calculate the default optimal height as
The default optimal width will continue to be the image width.
All TIFF readers should override the optimal width/height methods to return the TIFF tile size.
