Bug: Volocity datasets with very small images do not open

Description

See volocity/johannes/one-pixel/one-pixel.mvd2, which throws this exception:

Exception in thread "main" loci.formats.FormatException: Could not find data directory.
	at loci.formats.in.VolocityReader.initFile(VolocityReader.java:237)
	at loci.formats.FormatReader.setId(FormatReader.java:1072)
	at loci.formats.ImageReader.setId(ImageReader.java:670)
	at loci.formats.ReaderWrapper.setId(ReaderWrapper.java:488)
	at loci.formats.tools.ImageInfo.testRead(ImageInfo.java:953)
	at loci.formats.tools.ImageInfo.main(ImageInfo.java:986)

This is because the "image" contains a single pixel, so can fit entirely into the .mvd2 file. It's definitely an edge case (and an artificially created dataset), but worth fixing anyway.
